Can my landlord in Austria raise the rent at any time?

Austria has a closely regulated and therefore relatively affordable rental market, but rents have increased in recent years, sometimes rapidly. This is partly due to the permitted increase being in line with inflation, but in some cases landlords rely on people not knowing their rights.
