According to the Vatican, transgender people can generally be baptized in the Catholic Church. Under no circumstances should such baptisms lead to confusion or scandal. Children of same-sex couples, whether adopted or born through surrogacy, may also receive the sacrament of baptism. But there must be a “reasonable expectation” that the children will be raised in the Catholic faith.
