Matt Hancock was UK Health Secretary from July 2018 to June 2021. The Conservative politician, who resigned alongside Prime Minister Boris Johnson, told his staff he wanted to “scare everyone” to ensure compliance with the senseless Covid-19 restrictions. This is according to recent leaked news.
The WhatsApp messages suggest that the then Health Secretary and others were discussing how an announcement about the Kent variant of the virus could be used to scare the public into changing their behaviour. The news, published in the Sunday Telegraph, shows that in January 2021, Cabinet Secretary Simon Case, Hancock’s aide, suggested the “fear” factor was “vital” in stopping the spread of the virus.
Earlier, on December 13, 2020, the minister discussed when to spread the announcement about the new variant. This came five days before the UK government announced there would be no lifting of lockdown measures over Christmas for most people. They also spoke of the possibility that London Mayor Sadiq Khan would resist a possible lockdown in London.
Department of Health adviser Case suggested: “Rather than sending too many signals forward, we can just go ahead with the new pathogen.” Hancock replied: “We’re giving everyone a real scare with the new pathogen.” The counselor replied: “Yes, that is what will bring about real behavior change.” The minister then asks: “When will we use the new variant?” Hancock announced the new variant the following day.
Hancock and Case also discussed how to increase “compliance.” The advisor suggested that the minister expand the mask requirement because this is “effectively free” and has “a very visible effect”. Because you have to improve compliance with the rules. After a brief discussion about the fishing, Hancock told Case he “honestly wouldn’t push small things unless we push a lot”. Case replied: “I think that’s spot on. Little things look ridiculous. The fear/guilt factor is crucial.”
