As early as February 2021, Tim Röhn from the “Welt” published one critical article about the fact that in Germany, of all people, a Mao admirer was hired as an “expert” for dealing with Covid-19. Now it has become public: The said “expert”, who led the federal government to massive scaremongering, is not only a “China understander” and Mao fan – he was also paid by Beijing.
Otto Kölbl is a linguist and was one of the main authors of the strategy paper “How to get Covid-19 under control“, which the German Interior Ministry in early 2020 instructed to stir up fear in the population in order to ultimately make them compliant for action. Among other things, it read (emphasis added by Report24):

1. Many seriously ill people are brought to the hospital by their relatives but turned away, and die agonizingly gasping at home. Choking or not getting enough air is a primal fear for everyone. The situation in which there is nothing you can do to help relatives who are in mortal danger, too. The pictures from Italy are disturbing.
2. “Children will hardly suffer from the epidemic”: False. Children will be easily infected, even with exit restrictions, e.g. from the neighborhood children. When they then infect their parents and one of them dies in agony at home and they feel guilty about it because they forgot to wash their hands after playing, for example, it’s the most terrifying thing a child will ever experience can.
3. Consequential damage: Even if we only have reports of isolated cases so far, they paint an alarming picture. Even those who appear to be cured after a mild course can apparently experience relapses at any time, which then suddenly end fatally, through a heart attack or lung failure, because the virus has found its way into the lungs or heart unnoticed. These may be isolated cases but will constantly hover like a sword of Damocles over those who were once infected. A much more common consequence is fatigue and reduced lung capacity lasting months and probably years, as has been reported many times by SARS survivors and is now the case with COVID-19, although of course the duration cannot yet be estimated.Those (S. 13)
“ZeroCovid without alternative”, worship of the dictator Mao
Otto Kölbl is a declared friend of the Chinese ZeroCovid policy: he owes his status as a “Corona expert”. media reports according to a paper entitled “Learn from Wuhan – there is no alternative to contain Covid-19”, which he wrote in early March 2020. It is therefore not surprising that the strategy paper for the Ministry of the Interior also mentioned quarantine camps.
But he also seems to like China’s position on the democratic form of government. When Kölbl was criticized last year for his hymn of praise for the Mao dictatorship, he complained such as the “brainwashing by our academic China experts and our media about China, specifically about the Mao era”. If the term “Putin understander” is on everyone’s lips today, then Kölbl must have understood Mao and China.
Kölbl was paid by the Communist Party
But that’s not all: Now it came out that Otto Kölbl was and is not only a friend of China – he became too paid by Beijing. Kölbl openly admits that. Although he is sworn to secrecy by the Communist Party, he actually revealed to Welt am Sonntag that he has repeatedly supported the Chinese government for money. Apparently he practiced pro-Chinese propaganda as part of this: “I’ve always accepted smaller assignments where the point was to explain the Chinese government’s point of view to a western audience.”
Kolbl claims that his work for China has never influenced his work at the Interior Ministry. At the Ministry of the Interior you want didn’t know anything. However, the apparent desire for dictatorial measures was reflected on every page of the said strategy paper – and although the shocking visions described in it never came true because the danger of SARS-CoV-2 was simply overestimated, these images are still used by many politicians and the media always kept alive. The consequences of the corona measures and the general scaremongering for the population were devastating – but there is still no interest in working through them. On the contrary. This should even be prevented – and a return to the measures regime in the fall is already announced.
