In fact, both Facebook and Instagram are currently subject to a total blockage in Russia, after social media channels such as Facebook, Twitter and Co. had already attracted negative attention from the Putin regime at the beginning of its war of aggression in Ukraine, as they actively shared Russian channels with them propaganda reports had proceeded.
